Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on February 15, 2019, under section 337 of the Tariff Act of 1930, as amended, on behalf of Innovative Foundry Technologies LLC of Portsmouth, New Hampshire. Letters supplementing the complaint were filed on March 1, 2019; March 8, 2019; and March 13, 2019. The complaint, as supplemented, alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain semiconductor devices, integrated circuits, and consumer products containing the same by reason of infringement of certain claims of U.S. Patent No. 6,583,012 (``the '012 patent''); U.S. Patent No. 6,797,572 (``the '572 patent''); U.S. Patent No. 7,009,226 (``the '226 patent''); U.S. Patent No. 7,880,236 (``the '236 patent''); and U.S. Patent No. 9,373,548 (``the '548 patent''). The complaint further alleges that an industry in the United States exists or is in the process of being established as required by the applicable Federal Statute. The complainant requests that the Commission institute an investigation and, after the investigation, issue a limited exclusion order and cease and desist orders.

The plans describe programs operated by the Washington Department of Fish and Wildlife (WDFW), U.S. Fish and Wildlife Service (USFWS), and Douglas Public Utility District (PUD). The programs are funded by the Douglas PUD, Chelan PUD, Grant PUD, and U.S. Bureau of Reclamation (USBOR). This document serves to notify the public of the availability of these materials, including the draft EA, for review and comment prior to a decision by NMFS on approval of the plan and issuance of the permits.

For the amendment request, the NRC proposes to determine that it involves no significant hazards consideration. Because the amendment request contains sensitive unclassified non-safeguards information (SUNSI) an order imposes procedures to obtain access to SUNSI for contention preparation.

The Institute of Museum and Library Services (IMLS), as part of its continuing effort to reduce paperwork and respondent burden, conducts a pre-clearance consultation program to provide the general public and federal agencies with an opportunity to comment on proposed and/or continuing collections of information in accordance with the Paperwork Reduction Act. This pre-clearance consultation program helps to ensure that requested data can be provided in the desired format, reporting burden (time and financial resources) is minimized, collection instruments are clearly understood, and the impact of collection requirements on respondents can be properly assessed. This action is to create the overall evaluation plan, survey and data collection instruments and instructions for the various evaluation techniques to be used at different points in the development and implementation of the MDL pilot initiative for the next two years. Magnuson-Stevens Act Provisions; General Provisions for Domestic Fisheries; Application for Exempted Fishing Permits

The Acting Assistant Regional Administrator for Sustainable Fisheries, Greater Atlantic Region, NMFS, has made a preliminary determination that an Exempted Fishing Permit application from the Coonamessett Farm Foundation contains all of the required information and warrants further consideration. This Exempted Fishing Permit would allow a participating party/charter fishing vessel to temporarily possess undersized black sea bass for tagging and biological sampling purposes. Regulations under the Magnuson-Stevens Fishery Conservation and Management Act require publication of this notification to provide interested parties the opportunity to comment on applications for proposed Exempted Fishing Permits.
